About

Theory Into Action

Praxis means the translation of theory into practice. That's the foundation of everything Barry Praxis does.

Colonel Steven T. Barry, PhD, USA (Ret.) is the founder and principal of Barry Praxis, LLC. Over 30 years in uniform, he commanded in combat at multiple levels, culminating in command of a Joint Task Force, and served on the Army Staff and Joint Staff in the Pentagon.

His last military assignment was five years as an Associate Professor at the National War College, where he served as Course Director for the Military Instrument of National Power and held the Chairman of the Joint Chiefs of Staff Chair for JPME II. He oversaw NWC's compliance with JPME standards, redesigned the Military Instrument course — recognized as the most innovative curriculum in two decades — and developed and delivered graduate electives in energy security and joint warfighting. His teaching integrated wargaming, staff exercises, and experiential adult learning methodologies throughout.

Prior to NWC, Steve served as a teaching fellow at Georgetown University, where he taught graduate and undergraduate courses in diplomatic and military statecraft, negotiation, and U.S. hard power policy. Before Georgetown, he taught history at West Point, where he served as Course Director for the History of the Military Art. His classroom experience spans undergraduate cadets to senior military officers and national security professionals.

On the Joint Staff J5, he authored the 2016 and 2018 National Military Strategy, the Joint Strategic Campaign Plan, the Joint Risk Analysis Manual, and supervised the creation of Joint Publication 5-0 — foundational doctrine for Joint Force employment.

Steve holds a PhD and MA in History from The Ohio State University and is the published author of Battalion Commanders at War (University of Kansas Press, 2013). He holds an active TS/SCI security clearance and is a 100% service-disabled veteran based in Alexandria, Virginia.

Services

What Barry Praxis Does

Five focused service offerings for defense organizations, government agencies, FFRDCs, and PME institutions.

01
Executive Leadership Development
Custom coaching and workshops for senior defense executives, military officers, and leadership teams. Programs combine proven military leadership principles — mission command, trust-based leadership, decision-making under pressure — with modern organizational development. Tailored to defense contractors, government agencies, and military units.
02
JPME II Instruction & Curriculum Design
Expert instruction and curriculum design for war colleges and PME institutions. As the former Course Director for the Military Instrument at NWC and holder of the Chairman's Chair for JPME II, Barry Praxis provides curriculum development, course design, instruction delivery, and faculty development grounded in direct experience. Instruction methodology emphasizes wargaming, staff exercises, and experiential adult learning — not just lecture. Prior teaching experience includes graduate courses in statecraft and hard power policy at Georgetown University and the History of the Military Art at West Point.
03
Strategic Advisory & Planning
High-level strategic consulting for DoD, combatant commands, and defense contractors. Services include organizational strategy development, campaign planning support, strategic assessments, policy analysis, and long-range planning — grounded in direct experience authoring national-level strategy documents on the Joint Staff and teaching diplomatic and military statecraft, foreign policy, and energy security at the graduate level.
04
Cleared SME Support
Active TS/SCI clearance enables immediate support for sensitive DoD initiatives, intelligence community projects, and classified defense contractor work. Expertise in joint operations, strategic planning, force employment, and military education. Available for short-term engagements and ongoing retainer arrangements.
05
War Game & Exercise Facilitation
Design, facilitation, and after-action review for strategic and operational-level exercises. Specializes in crisis action planning exercises, strategic decision-making games, and joint and multinational exercises. Experiential adult learning methodology developed and refined over five years at the National War College, where wargaming and staff exercises were integrated as core pedagogical tools — not afterthoughts. Full-spectrum support from initial design through final AAR and lessons learned integration.

Joint Warfighting

In Practice.
In the Classroom.
At the Highest Levels.

Joint warfighting expertise is rare. The combination of having lived it operationally — commanding a Joint Task Force, serving on the Joint Staff, authoring foundational joint doctrine — and then teaching it at the graduate level to future flag officers is rarer still. Barry Praxis brings both to every engagement.

Joint Staff J5
Authored the 2016 & 2018 National Military Strategy and the Joint Strategic Campaign Plan. Supervised creation of JP 5-0. Developed the Joint Risk Analysis Manual and the Annual Joint Assessment.
JTF Command
Commanded Joint Task Force-Bravo — the oldest standing JTF in U.S. history — across seven Central American nations. Elevated to CJCS Task Force of Record for the joint exercise program.
Chairman's Chair — JPME II
Held the Chairman of the Joint Chiefs of Staff Chair for JPME II at the National War College. Ensured institutional compliance with JPME Level II accreditation standards.
Course Director — NWC
Led comprehensive redesign of the Military Instrument of National Power course, integrating wargaming, staff exercises, and experiential adult learning as core methodology. Recognized as the most innovative curriculum development at NWC in two decades. Delivered 25+ lectures on strategy, warfighting, and military theory. Developed graduate electives in energy security and joint warfighting.
